The lamp is turned on or turned of according to eye movement detected by a CCD. The apparatus includes a CCD controller(5) for capturing eye image by using a CCD, a first comparator(8) for discriminating that the input eye image remains the same for a certain time, a second comparator(10) for discriminating that the input eye image is the same as an eye image stored in a memory which is intended to turn on light, a third comparator(11) for discriminating that the input eye image is the same as an eye image stored in a memory which is intended to turn off light, and a lamp controller(12) for turning-on or turning off light by command signal generated by a CPU according to output signal of the comparator.
