A flexible part (3), with a hollow body, is located inside a casing (1), closed by a hub cap (4), and internally supported on a guide (2) rotating on the axle and sliding inside the casing. The casing and the hub cap are of a diameter greater than the axle diameter allowing free translation between axle and casing. The casing and hub cap have a distance between their parallel lateral faces in relation to the distance between the lateral walls of the guide so as to form a sliding play.
