PURPOSE:To improve both recognition factor and processing speed by recovering a stroke break due to the density variance of an original and therefore extracting the stable stroke features regardless of the quality of the original. CONSTITUTION:An original is scanned by a scanner 10 and therefore the read multi-value picture are sent to a preprocessor 20 to undergo the preprocessing including the binary coding process, deletion of an isolated point, etc. A character cutting-out device 30 cuts-out each character from the binary picture delivered from the preprocessor 20 and sends it to a stroke feature extractor 40. The extractor 40 extracts the strokes of the binary picture in three directions and sends these stroke features to a recognizer 50. The recognizer 50 contains a dictionary to which the stroke features of the existing character are registered and collates the stroke features extracted by the extractor 40 with those registered to said dictionary to deliver the code of the character having the highest coincidence to an output device 60.
