Fluid supplied from a conventional supply device through pipe(A) is cut off by a shielding plate(1). An aperture(20) formed on top of the pipe(A) adjacent to the shielding plate(1) allows an airtight maintenance plate(30) to be inserted therethrough. The airtight maintenance plate(30) is installed at the fluid supply side to cut off the fluid supply. The shielding plate(1) is cut and removed, before connecting another piping(A'). Thereafter, the airtight maintenance plate(30) is removed through the aperture(20), before attaching the stopping plate(40) having a closed packing(42) to the aperture(20) so as to cut off blow-off of fluid and connect the stopping plate(40) to the pipe(A).
