PROBLEM TO BE SOLVED: To prevent the running of a running device to the direction opposite to the direction intended by a driver, when the inversion of an internal combustion engine is failed, in spite of that the driver of the running device driven by the internal combustion engine carries out the inversion operation for inverting the rotation direction of the engine. SOLUTION: Rotation direction detection signals Sf, Sr are generated by detecting the rotation direction of an internal combustion engine 2 and the inversion failure signal S11 is generated when the rotation direction of the engine detected by these detection signals is mis-matched with the rotation direction of the internal combustion engine ordered by the inversion order D. When the inversion failure signal S11 is generated, the fuel supply to the internal combustion engine 2 is stopped and also the rotation is stopped by misfiring of the internal combustion engine 2.
