PURPOSE:To allow each earth station to change a sent burst length properly in response to its own traffic by shifting each burst included in a burst string at each prescribed period by a head burst length in the forward direction while the relation of preceding/succeeding bursts is kept unchanged and changing its own burst length of the burst moved to the tail end. CONSTITUTION:Data bursts 10-13 are being shifted at each burst in the forward direction without losing the relation of preceding/succeeding bursts at each prescribed period T. Since only the burst length at the former position in each burst has only to be shifted forward, the control is very simple. On the other hand, since an idle slot exists after the tail end of the burst string, the burst moved to the tail end of the burst string at each shift is changed to expand or contract its own burst length and the generated idle slot is stored surely after the burst string. Since each burst comes to the tail end of the burst string without fail at a prescribed period T, its own burst length is changed freely at the period.
