<P>PROBLEM TO BE SOLVED: To provide a video editing system and a video editing method in which a plurality of operators at distant stations can edit video through collaborative work by using video files which are not allowed to be copied at other stations due to legal restrictions. <P>SOLUTION: An edition server 110 distributes, in a streaming manner, proxy video files to an edition terminal 210 and the edition terminal 210 carries out editing operation using the proxy video files and transfers edition information to the edition server 110. The edition server 110, which is a video editing system for generating edited video files based on the initial video files and the acquired edition information. The edition server 110 has a proxy video generator 112 for generating proxy video files, based on the information of a video related information management table 116 and a throughput information management table 117.
