PROBLEM TO BE SOLVED: To provide a frame body which allows for chip size reduction or increase in the light-emitting surface of an organic EL element, and to provide a light-emitting device using the frame body. ! SOLUTION: A frame body 11 includes a first glass substrate 13, and a second glass substrate 14 arranged to face the first glass substrate 13, provided with a peripheral wall 16 projecting toward the first glass substrate 13, and having a projection end 16a that is applied to the periphery 13c of the first glass substrate 13 and bonded thereto by glass frit bonding. At any one of the projection end 16a or the periphery 13c, a protrusion structure 17 protruding toward any other of the projection end 16a or the periphery 13c is provided, and a recess structure 15 recessed along the surface shape of the protrusion structure 17 is formed in any other of the projection end 16a or the periphery 13c. !
