The packet buffering module is used for buffering a received layer-3 packet. The layer-3 packet demand extraction module is used for reading the layer-3 packet, and extracting a demanded type and parameter value. The layer-2 adapter indicator acquisition module is used for acquiring a real-time indicator parameter value of each adapter. The suitable layer-2 adapter identifier selecting module calculates an adapter identifier and a layer-3 packet index. The destination layer-2 address acquisition module is used for acquiring a layer-2 address of each adapter associated with a destination layer-3 address. The packet scheduling module invokes an external layer-2 adaptive driver, and the layer-2 adaptive driver completes packet encapsulation and transmission.
