PROBLEM TO BE SOLVED: To easily regulate a tire model having excellent accuracy distribution of the angle of a model of a reinforcing member. SOLUTION: When determining the cord angle distribution in a reinforcing layer after the forming, and regulating a tire model by regulating the circumferential length of the reinforcing layer and the angle from the equator line of cords constituting the reinforcing layer based on a state of components before forming, and regulating the shape of the reinforcing layer based on the sectional shape in the tire width direction after the forming and in a non-load state, the tire model is defined by defining the division area in the width direction giving the cord angle distribution condition of the reinforcing layer after the forming with the intersection of at least one horizontal defining line passing through the radially divided point under the predetermined division condition with a shape of the reinforcing layer after the forming as the reference based on the dimensional difference in the tire radial direction between the equator part and the end formed by the shape of the reinforcing layer after the forming.
