PROBLEM TO BE SOLVED: To provide a new image forming system capable of forming an image at high speed when forming an image of a plurality of colors at low cost. SOLUTION: An image forming apparatus forms latent images corresponding to each color on the surface of the same latent image carrier 1, develops each of the latent images formed on the latent image carrier 1 by the toner of the corresponding color, and transfers an image of the plurality of colors thus formed to a recording material P ultimately. A latent image forming means 3 establishes a multiplicity of regions where a latent image can be formed for each color in which the colors do not overlap each other, and forms the latent image of the color corresponding to each region where a latent image can be formed for each color. A developing means 40 conducts development by making a toner of the corresponding color face each region where a latent image can be formed for each color and adhering the toner of the corresponding color to the latent image of each color formed in the region where a latent image can be formed for each color.
