PROBLEM TO BE SOLVED: To provide a printer and tape printer capable of simply printing arbitrary ground tints. SOLUTION: The printer includes: a ground tint data storing means 64 which stores a plurality of ground tint data to be a background pattern of a character row at the time of printing the character row composed of one or more characters; a table storing means 62 which stores a ground tint table 71 that relates predetermined characters and one or more ground tint data in the plurality of ground tint data with each other; a first ground tint determining means which determines one ground tint data at random among one or more ground tint data related with the predetermined characters; a character judging means which judges whether or not a character to be a printing object is the predetermined character; and a ground tint printing controlling means which prints a ground tint based on the ground tint data determined by the first ground tint determining means when it is judged by the character judging means that the character to be the printing object is the predetermined character.
