PROBLEM TO BE SOLVED: To reduce a variation between a parameter defined in a device description file and specifications of a device. SOLUTION: A method used for developing a communication device 100 which communicates by using standardized communication specifications includes: a step for extracting specification data 602 defining device specifications from a device description file defining the device specifications of the communication device 100; a writing step for writing the specification data 602 into a storage device 110 included in the communication device 100; and a step for reading the specification data from the storage device 110 to generate a program specifying the processing of operating the communication device 100 according to the specifications.
