PROBLEM TO BE SOLVED: To provide a frame rate converting device capable of detecting a correct motion vector by extending a motion search range without increasing the throughput of a motion detection processing. SOLUTION: The frame rate converting device comprises: a reduction processing section 903 for reducing an image in an inputted moving image; a motion vector detecting section 904 for detecting a motion vector between detected motion vectors; an enlargement processing section 905 for enlarging the detected motion vector; and a frame generating section 906 for generating a new image from the image in the moving image using the enlarged motion vector. An image reduction scale in the reduction processing section 903 and a motion vector enlargement scale in the enlargement processing section 905 are controlled, thereby controlling the motion vector search range.
