<P>PROBLEM TO BE SOLVED: To suppress an influence of application data on communication by reducing the processing load of synchronization establishment in a mobile terminal for switching a wireless communication means. Ž<P>SOLUTION: When communication becomes possible in a wireless LAN terminal 12 while a mobile phone 11 communicates with a server to receive distributed data and stores the data into a mobile buffer 111, a switching control processing part 106 and the server exchange communication switching control data for communication switching by using the wireless LAN terminal 12, and the time from transmission to return of the switching control data is measured by the server 2. A state of the mobile buffer 111 in the mobile terminal 1 and throughput of application data are acquired, and on the basis of them, a reading switching position of distribution data from the mobile buffer 111 to a buffer 112 for wireless LAN is determined, and is transmitted to the mobile terminal 1, and distribution data is also transmitted to the wireless LAN terminal 12 and is also stored in the buffer 112 for wireless LAN.
