The device (1) has electrodes (3) arranged on a foil (2), in a flat or structured manner. The foil comprises a dielectric elastomer and is molded and/or rolled into a tube (50). The foil has a thickness ranging from 5 to 50 micrometers and elongates from 5 to 45 percentage. The foil partially comprises acrylate and/or silicone. A pin, a pipe and an inner shell are provided inside the tube and run in an axial direction (100) of the tube. An outer shell surrounds the tube in a radial direction. Independent claims are also included for the following: (1) a method for operating a peristaltic device (2) a method for manufacturing a peristaltic device.
