<P>PROBLEM TO BE SOLVED: To provide a disaster prevention radio broadcasting system capable of widening a band for non-sound data transmission and increasing an overall data communication speed when providing disaster prevention information for each small area. Ž<P>SOLUTION: The disaster prevention radio broadcasting system 100 includes: an area ID imparting means 15b for imparting an area ID indicating a small area to the disaster prevention information and sound; an area ID deciding means 25b for deciding the transmission destination of the disaster prevention information and the sound; a sound data preparation means for preparing sound data having an identifier indicating sound transmission presence and the sound; a non-sound data preparation means for preparing non-sound data having an identifier indicating sound transmission absence and the disaster prevention information; an area ID deciding means for deciding that transmission is performed to the present device on the basis of the area ID; a sound data reproducing means for confirming the identifier indicating the sound transmission presence and reproducing the sound data; and a non-sound data reproducing means for confirming the identifier indicating the sound transmission absence and reproducing the non-sound data.
