PROBLEM TO BE SOLVED: To solve such problems that as to conventional recycled paper, in order to respond to all uses, qualities equivalent to paper blended with no waste paper have been required, leading to difficulties for making recycled paper; besides, a system to integratedly provide for used recycled paper's recycling, security protection, or the like has not been established, and, as to making recycled paper, established circumstances for making recycled paper stably at low cost are inadequate, such as being dependent on the waste paper market. SOLUTION: As to recycled paper, its application is limited to the draft writing and trial printing for documents to be prepared using office machinery including personal computers, and used recycled paper is collected by paper-sealed customs boxes, shredded or dissolved, thus enabling recycled paper to be recycled again and enabling the security protection of draft-written documents and trial-printed ones; furthermore, by utilizing, as an advertisement, an appropriate area such as a lower space of each of pieces of recycled paper, serving as a providing contents display, a relevant advertising rate can be assigned to part of recycled paper-making cost, therefore leading to reducing the cost.
