PROBLEM TO BE SOLVED: To provide a battery state determination method or the like capable of determining the discharge ability or degree of deterioration of a battery with high accuracy, by correcting the influence of changes in the temperature and the charging rate of the battery on its internal resistance or internal impedance. SOLUTION: Measured values of the internal impedance, temperature, and charging rate are substituted into an internal impedance calculation formula in a step S13, and a final internal impedance calculation formula is determined by calculating the value of a parameter C by a sequential operation in a step S14. Next, in the case of determining the degree of deterioration of the battery 101, by substituting a reference temperature and a reference charging rate for determining the degree of deterioration into the final internal impedance calculation formula in a step S22, the internal impedance to determine the degree of deterioration is calculated.
