PROBLEM TO BE SOLVED: To provide a monitoring system capable of issuing an effective alarm. SOLUTION: A monitoring system comprises a monitoring apparatus 300 and an information communication device 350. The monitoring apparatus 300 comprises a camera 314, a communication I/F 312, a processor 310, a switch 316, a memory 318 for storing conversion data, a voice change circuit 320 which converts the frequency of a voice signal sent via the switch 316 into a low frequency on the basis of the conversion data, and a speaker 322 which outputs a voice on the basis of the voice signal of the low frequency generated by the voice change circuit 320.
