PROBLEM TO BE SOLVED: To provide a vibration control device which damps vibration by amplifying relative displacement occurring between a first member and a second member of a vibration control object (e.g. between an upper layer and a lower layer of a beam-column framework), and to provide a vibration control method. SOLUTION: The vibration control device 1 is arranged between the first member 31 and the second member 32 of the vibration control object, which are relatively displaced during vibration of the object, and formed of: a transmission means 11 which has one end thereof rotatably connected to the first member 31 or the second member 32, and rocks by following the relative displacement occurring between the first member 31 and the second member 32 about a connection portion as the center; an amplifying means 2 which is rotatably connected to the other end of the transmission means 11, and rotates by following the rocking of the transmission means 11; and a damping means 26 which is arranged on the amplifying means 2 at a location outside the connection portion to the transmission means 11, and generates a damping force according to the rotation of the amplifying means 2.
