<P>PROBLEM TO BE SOLVED: To provide humectant, arginase activity promoter, cell activator, collagen production promoter, hyaluronic acid production promoter, antioxidant and neutral fat accumulation inhibitor which each contains a newly found active ingredient having excellent humectant action, arginase activity promoting action, cell activating action, collagen production promoting action, hyaluronic acid production promoting action, antioxidizing action, neutral fat accumulation inhibiting action and the like, and can be applied to wide fields such as external preparations for skins, foods and drinks. <P>SOLUTION: The humectant, the arginase activity promoter, the cell activator, the collagen production promoter, the hyaluronic acid production promoter, the antioxidant and the neutral fat accumulation inhibitor each uses abscisic acid.
