Apparatus for and method of forming concrete and transferring loads between concrete slabs

A plate or dowel for transferring a load between adjacent concrete slabs is disclosed. The plate or dowel (1110) has edge banding (1105) disposed on a surface of a first portion and an elastomer coating (1115) disposed on the first portion and the edge banding. When the plate or dowel is placed in the joint between slabs the first concrete slab contacts only the elastomer coating and the second slab only adheres to a second portion of the plate or dowel. The first concrete slab may move relative to the plate or dowel.
