A video encoder and a method for converting an image signal are provided to control the tap number of a low pass filter according to image change between frames, thereby improving an image quality adaptively to the image change between frames. A synchronization signal controller(410) generates a synchronization signal for matching synchronization of an analog image signal. A filter tap number controller(460) detects an image change between frames to control the tap number of a low pass filter based on the image change between frames. A modulation signal generator(440) generates a carrier wave. An image quality corrector(420) generates a digital image signal corrected by filtering the digital image signal by using the low pass filter. A modulator(430) modulates the corrected digital image signal into a digital signal corresponding to the analog image signal based on the synchronization signal and the carrier wave. A digital-analog converter(450) converts the modulated digital signal into an analog signal to generate the analog image signal.
