PROBLEM TO BE SOLVED: To correct discrepancies between the powers before and after quantization, without having to adjust the band gain that affects the quantities of bits allocated to respective bands. SOLUTION: A reverting component number determining section 11 determines the number of components reverting to respective quantization steps as to an input vector signal. Based on the number of reverting components determined by a reverting component number determination section 11, the number of quantized bits, and mapping functions, a quantization step size adjusting section 112 adjusts the quantization step size.
