A blue phosphor for a plasma display panel and the plasma display panel employing a blue phosphor layer formed therefrom are provided to reduce discharge non-uniformity and discharge voltage by improving moisture resistance, preservation, and printing characteristics thereof. Blue phosphor for a plasma display panel includes MgO, a polymer layer coated on the MgO. A surface of the MgO is coated with CaMgSi2O6. The MgO coated with the polymer layer is continuously or discontinuously coated on the surface of the blue phosphor. The size of the MgO is 2nm to 10nm. A method for manufacturing the blue phosphor includes a process for manufacturing a CaMgSi2O6:Eu phosphor compound, a process for coating the MgO particles with the polymer, a process for manufacturing CaMgSi2O6 phosphor by mixing the CaMgSi2O6:Eu phosphor compound with the MgO particles.
