A road apparatus for transmitting traffic jam information and a method thereof, and a vehicle apparatus for receiving traffic jam information are provided to allow drivers to control the vehicle speed in advance by providing the drivers with traffic jam condition information in real-time. A road condition information collecting unit(11) collects weight information of a vehicle, oscillation and noise information. A traffic jam estimating unit(12) estimates traffic jam condition by using the weight, oscillation and noise information. A traffic jam information transmitting/receiving unit(13) transmits road traffic jam information, which includes the estimated result and an additional information for calculating a distance, obtains a distance to the jam position and a traffic jam type through communication with another road apparatus, and delivers the received forward jam information backward. A display unit(14) displays the estimated result or fore road conditions.
