An electro-optic device (100) has a first electrode (102), a second electrode (104), and an active polymer layer (106) disposed between the first and second electrodes. The active polymer layer is a blend of a high band gap material with a low band gap material. An electro-optic device has an anode, cathode spaced apart from the anode, and an active polymer layer (106) disposed between the cathode and anode. The cathode is constructed to provide both electron injection and hole blocking. A method of manufacturing an electrode-optic device include providing a substrate, forming a layer of Cs<SUB>2</SUB>CO<SUB>3</SUB> (112) on the active polymer layer, and depositing a layer of metal (114) onto the layer of Cs<SUB>2</SUB>CO<SUB>3</SUB> (112). The layer of Cs<SUB>2</SUB>CO<SUB>3</SUB> (112) on the active polymer layer provides electron injection and hole blocking for the electro-opti device (100).
