PROBLEM TO BE SOLVED: To prepare an absorbing sheet for pets scarcely attaching urine to foots of an urinated pet, having large water retaining amount even when the absorbing sheet is thin and capable of preventing diffusion of urine in the interior. SOLUTION: A pulverized pulp layer 41 is provided under a surface sheet 33 formed of a resin film in which many liquid permeation holes 33a are formed in the absorbing sheet 21 for pets and a first highly water-absorbing material 42 is contained in the pulverized pulp layer 41 and a second highly water-absorbing material 43 having slower liquid absorbing rate than that of the first highly water-absorbing material is provided between the pulverized pulp layer 41 and the surface sheet 33. Since liquid absorbing rate of the second highly water-absorbing material is slow, permeation of a liquid into the pulverized pulp layer 41 is not prevented and diffusion of urine can be suppressed by the first highly water-absorbing material 42 positioned in the pulverized pulp layer 41.
