<p><P>PROBLEM TO BE SOLVED: To eliminate a short circuit, corrosion and the like of a circuit in an electronic device and trouble with the use of an insulator by suppressing dew formation on the surface of a cooling part and a cooled object. <P>SOLUTION: A cooler 8 comprises the cooling part 10, a tube 12, a dehumidifier 101 and a fan 24. The dehumidifier 101 is fixed as dehumidifying means to one end of the tube 12. The cooling part 10 and an object 11 cooled by the cooling part are disposed in the tube 12 forming the cooler. The fan 24 draws air 4 into the dehumidifier 101 from outside the tube 12 and delivers air 1 out from the other end of the tube 12. The air 1 subjected to moisture removal in the dehumidifier 101 has a dew point temperature lower than the temperature of the cooling part 10 and cooled object 11 at cooling.
