PROBLEM TO BE SOLVED: To provide an opening and closing braking device usable over a wide range, and superior in durability, without applying a large load to a shaft body, even in use in a rigidity requiring place, without using the shaft body as a component of a damper. SOLUTION: An annular groove part 6b having the prescribed depth is formed in a rotary body 6; a wall surface 6d of the annular groove part 6b is sealed by a second projection strip ring part 17f formed on the inner periphery of a rotor 17 installed in the annular groove part 6b; a wall surface 6c of the annular groove part 6b is sealed by a first projection strip ring part 17c formed on the outer periphery of the rotor 17, and grease 18 is sealed inside. When rotating the rotary body 6 by engaging the rotor 17 with a support 2, since rotation of the rotor 17 is regulated, the rotary body 6 is braked by fluid resistance of the grease 18, and gently rotates.
