PROBLEM TO BE SOLVED: To provide a tape winding device which winds a tape in a good shape at a high speed without giving damage to the tape and without causing winding disorder and winding collapse. SOLUTION: The tape winding device for rotating a winding shaft to wind the tape around the winding shaft is provided with: a narrow touch roller the width dimension of which is smaller than the width dimension of the tape and which rotates while pressing the tape wound around the winding shaft; and a wide touch roller the width dimension of which is larger than the width dimension of the tape and which rotates while pressing the tape wound around the winding shaft.
