PURPOSE: An internal combustion engine with a scavenging engine control valve device is provided to enhance thermal efficiency of the engine and to lower a fuel consumption ratio, by preventing an outflow loss caused by blowby of fresh air in a cylinder to the exhaust side and increasing effective work of gas in the cylinder. CONSTITUTION: An internal combustion engine with a scavenging engine control valve device has an exhaust valve to a cylinder cover. In the internal combustion engine, scavenging holes(12) supplying scavenging air to the inside of a combustion engine are formed to the lower part of a cylinder liner(10). The internal combustion engine has a scavenging engine control valve(1) movably installed along the outside(10b) or inside(10a) of the cylinder liner. The scavenging engine control valve opens and shuts the scavenging holes and changes an open area of a scavenging passage into a combustion chamber(14). The internal combustion engine has a valve operation device driving the scavenging engine control valve correspondently to a crank angle of the engine. The valve operation device makes the shutting time of the scavenging passage, after a bottom dead center via the scavenging engine control valve, identical with the shutting valve time of the exhaust valve.
