Disclosed is an apparatus and system for virtual routing based on web service and method for searching information. A packet receiver receives and provides an XML based packet, a service divider extracts destination information of the packet form the XLM based packet received form the packet receiver. When the extracted destination information corresponds to an IP address of the service divider itself, a type of service from the packet is extracted and provided, and otherwise, the packet is provided. A routing processor performs a virtual routing using the destination information included in the packet provided from the service divider.
