<P>PROBLEM TO BE SOLVED: To provide a lossless optical splitter and system, which process an optical signal into a plurality of optical output signals without excessive loss. <P>SOLUTION: The system that process an optical signal into a plurality of optical output signals includes a laser that generates the optical signal along an optical signal path, and includes a step type optical splitter circuit formed by an incident optical fiber and an optical waveguide to which laser ions that diverge into a plurality of output optical signals.
