PROBLEM TO BE SOLVED: To allow denominations and the numbers of sheets of respective denominations entered in a slip to coincide with denominations and the numbers of sheets of respective denominations charged in a replenishing/collecting safe. SOLUTION: Each bill is entered from a charge slit of a bill depositor/ despenser 2 on which bills of denominations and the number of bills entered in a slip is set up, the denomination of each bill, whether the bill is valid or invalid, etc., are checked, the number of sheets of each denomination, the number of valid bills or the number of invalid bills are counted, only bills judged as valid bills are charged in a replenishing/collecting safe 8 attached to a replenishing/collecting machine. When there are bills judged as invalid bills, bills corresponding to the invalid bills are paid out from a bill stock stored in the paper money depositor/despenser 2 and supplied to the safe 8.
