PROBLEM TO BE SOLVED: To provide a liquid fuel discharging a little amount of black smoke, NOx and SOx which comprises a heavy oil such as heavy fuel oil, oil sands, waste oil, tar pitch and the like and, emulsifyingly dispersed therein, water particles. SOLUTION: The liquid fuel comprises a heavy oil and, emulsifyingly dispersed therein, water with its pH adjusted to 6.5 or lower or to 7.5 or higher.
