PROBLEM TO BE SOLVED: To provide an electrolytic capacitor having low ESR characteristics. SOLUTION: Since a capacitor element comprising an anode foil or a cathode foil having a foil resistivity per unit area in the range of 0.4-0.79 mΩ, a foil width in the range of 8-25 mm and a foil area of 1500 mm<2> or above contains a solvent principally comprising a water soluble metal complex bonded with a phosphate ion and water, resistor component of the electrode foils and the electrolyte between the electrode foils is decreased and contact resistance at the joint of the electrode foil and an electrode lead out terminal is also decreased resulting in an electrolytic capacitor having low ESR characteristics.
