PROBLEM TO BE SOLVED: To provide a positioning ruler for an anchor bolt, which is capable of easily and simultaneously positioning an anchor bolt for fixing a sill to be embedded at a corner of a continuous footing and another anchor bolt for fastening columns, and a positioning device for anchor bolts. SOLUTION: Two straight lines 14 are drawn orthogonally on the surface of a plane table, first to fourth serial marker lines 15 are provided with the intersecting point P as the center, on respective serial marker lines, a sill fixing anchor bolt insertion hole 17 and a column fastening anchor bolt insertion hole 16 are formed and used as a ruler. An anchor bolt retaining tool 12 is combined with the ruler and used. The column fastening anchor bolt insertion hole 16 is a slot, and the position of the anchor bolt 9 can be adjusted if necessary when attaching a brace to the column.
