PROBLEM TO BE SOLVED: To resolve a problem that there are several snow melting machines such as a combustion type heating boiler using petroleum fuel or the like or a water heater, a heating instrument, a road heating or the like which are applying heat from outside to heat liquid such as water, oil, snow or the like, however, the combustion type snow melting machine generates exhaust gas and gives bad affection to natural environment or human body and bad in efficiency due to the generation of transmission loss of heat energy or the like while exhaust gas is not generated but much amount of electric power is consumed and very bad in efficiency when an electric heating wire is employed. SOLUTION: The liquid or snow, such as water, oil or the like, is charged into a multiple rotary drum type water heater, being turned and generating a centrifugal force, then, is passed through a liquid warming passage to raise the temperature of the liquid due to the generation of frictional heat in the liquid or snow upon passing and, thereafter, is discharged out of the warmed liquid discharging port. The electric power consumption is compensated by an electric power, such as an electric power generated by 'a generating device shown in claims 4, 5 in this invention', a solar power plant, an electric power generated by a power generating device utilizing natural energy such as wind, hydraulic power or the like or a public electric power which is controlled so as to be supplied by charging the same into a storage type battery or supplied to the power source of an electric motor for driving.
