PROBLEM TO BE SOLVED: To provide a receiver and transmitter capable of preventing the congestion of lines due to the simultaneous concentration of communication by distributing the transmission starting time of data in accordance with the communication velocity of a communication means held by each receiver and the thickness of a line. SOLUTION: This system consists of the transmitter for transmitting communication control information obtained by pairing a communication means identifier for identifying a communication means and a transmission starting time deciding function being a function for allowing the receiver to decide the transmission starting time for transmitting data and the receiver for receiving the communication control information transmitted from the transmitter. Each receiver decides the transmission starting time of data by using the transmission starting time deciding function to each communication means belonging to each receiver.
