Contact elements of lower disc are formed by helical springs put eccentrically on ring mandrels and anchored on them. Contact elements matched with them are manufactured in the form of profiled washers with flat working surfaces. In accord with implementation of invention mandrels and springs can have round or polyhedron section and contact washers have open polyhedron profile embracing turns of spring over working section.
