PROBLEM TO BE SOLVED: To eliminate the necessity of installing a falling-down preventive jig on a base panel by placing the base panel on a surface plate incorporating a skin attaching device, carrying a sub-panel up to a prescribed position on the base panel by a panel holding carriage, and pushing up and welding the base panel by the skin attaching device. SOLUTION: A skin attaching device 23 composed of an air bag integrally formed in the width direction of a surface plate 21 is arranged in the surface plate 21. In assembling a panel, a base panel 1 is placed on the surface plate 21. A panel holding carriage moves by vertically holding a sub-panel 2 by striding over the base panel 1 to carry the sub-panel to a prescribed position on the base panel 1. Then, the base panel 1 is pushed up by the skin attaching device 23. The sub-panel is welded in a state of being applied to the skin of the base panel 1 by the skin attaching device 23. This constitution can eliminate useless work such as removing a jig again after welding the jig to the base panel 1.
