PROBLEM TO BE SOLVED: To provide a water stop tool of concrete having no possibility of flowing out a water stop agent even if the water stop tool is soaked in rainwater and the standing water by familiarly bringing the water stop tool into close contact even with a recess/projection violent place of a laitance. SOLUTION: A packing bag 11 is cylindrically knitted in a seamless tube shape from synthetic fiber dissoluble by receiving strong alkaline water of concrete, and expansion restraining knitting yarn 12 of synthetic fiber undissoluble by alkaline water is integrally knitted in the lengthwise direction. Then, a water stop agent 10 composed of bentonite, sepiorite, the other clayey dry particle or powder gelatinized by absorbing water is sealed inside the packing bag 11 in an almost full state.
