PROBLEM TO BE SOLVED: To obtain a device capable of detecting a fault in a function for controlling traffic without using a test packet in a fixed length packet network. SOLUTION: An operation part 2 executes UPC operation for connection corresponding to an arrival cell and judges whether the cell is a reference cell or a non-reference cell. A rejection control part 177 passes a reference cell and discards a non-reference cell. Then the operation part 2 executes the UPC operation of the cell again by using a test parameter. The processing is executed by the prescribed number of arriving cells. A passage measurement part 6 counts the number of cells judged as reference cells by the 2nd UPC operation of respective arriving cells and compares the count value with an expected value. A rejection measurement part 7 counts the number of cells judged as non-reference cells by the 2nd UPC operation of respective arriving cells and compares the count value with an expected value.
