PURPOSE: A register circuit is provided to perform a rapid latch operation during a high frequency operation by using a double threshold voltage. CONSTITUTION: The register circuit includes: a data output part inverting input data through two inverters operating selectively according to the level of data and outputting the inverted data selectively according to a clock signal; the first latch part(23) inverting and outputting data from the data output part according to the clock signal, and latching data through two inverters operating selectively according to the level of the data; the second latch part(24) which outputs previously-latched data at the same time when the inputted data is latched in the first latch part, and inverts and outputs data from the first latch part according to the clock signal, and latches data through two inverters operating selectively according to the level of the data; and an inverter(21r) inverting data from the second latch part finally.
