PROBLEM TO BE SOLVED: To improve the resolution of an image after magnification and to suppress flicker. SOLUTION: An arithmetic circuit 124 calculates a weight mean value (3×Y1d+Y2d)/4 as to luminance data Y1d, Y2d of 1 and 2 preceding lines respectively in the case of providing the output of image data in a top field of luminance data and calculates a weight mean value (3×Y1d+Yin)/4 as to luminance data Yin, Y1d in the case of providing the output of image data in a bottom field. An arithmetic circuit 129 calculates a weight mean value (Cin+7×C2d)/8 or (5×Cin+3×C2d)/8 in the case of providing the output of image data of a top field from color difference data C2d of two preceding line and color difference data Cin alternately for each line and calculates a weight mean value (3×Cin+5×C2d)/8 or (7×Cin+C2d)/8 in the case of providing the output of image data in a bottom field.
