PROBLEM TO BE SOLVED: To provide stable communication service by preventing the congestion occurrence/communication interruption of a system. SOLUTION: An incoming/outgoing line managing part 140 has a table 142 for managing the incoming/outgoing line ratio of time zone and usually performs the blocking/nonblocking control of each line through a control part 170 to an exchange 300 based on the table 142. A line managing table 192 manages a blocked line as an outgoing line and a nonblocked line as an incoming line through the incoming/outgoing line managing part 140 and a line blocking/ nonblocking state managing part 150 in addition to the use of respective lines, etc. A line selecting part 160 selects the incoming/outgoing line while referring to the table 192 but when all the outgoing lines are occupied and any incoming line is idle, one part of this incoming line is selected as the outgoing line. The incoming/outgoing line managing part 140 receives the number of usable in lines from a fault monitor part 120 and receives the optimum incoming/outgoing line ratio depending on traffic fluctuation from a traffic monitor part 130.
