<p>PURPOSE:To reduce abolition of the frame by a frame relay network and to enable communication with high reliability by mitigating congestion. CONSTITUTION:This device has a clock control part 24 generating a clock determining the communication speed of a terminal to be provided to the terminal and enabling the change of the rate of this clock and a CPU 16 controlling a clock control part 24 so as to reduce the rate of the clock at the time of generating the congestion of a frame relay network and to increase the rate at the time of releasing the congestion. Therefore, when the congestion of the frame relay network is generated, communication speed is reduced and the congestion is mitigated, and when the congestion is released, communication speed is increased and more efficient communication can be performed.</p> |
