PURPOSE:To ensure the starting when an AC power source is applied by connecting a discharging impedance element in parallel with a starting capacitor. CONSTITUTION:An AC power is rectified and smoothed by a rectifier 20 and a main smoothing capacitor 21. A switching element 23 is ON-OFF driven by a drive circuit 24. To the main smoothing capacitor 21 a starting capacitor 25 is connected in series with the input terminal of the drive circuit 24, while a smoothing capacitor 26 for drive circuit is connected between the input terminals of the drive circuit 24. A discharging impedance element 27 is connected in parallel with the driving condenser 25. A switching element driving power circuit 28 impresses a part of the load current to the input terminal of the drive circuit 24.
